I had the same issue after installing forticlient on windows 7, it would take 4-5 minutes to connect to my wireless network and would keep saying 'limited access'.

What worked for me and seems to have worked for others is to uninstall and reinstall the driver for my wireless network adapter. After a restart I can now connect to my wireless network in seconds and the VPN still works correctly.
I had the exact same problem: it took 30 seconds to connect to the wireless. The solution: DISABLE IPv6 !!! It's that simple... then reboot and now I have instant connections...
We have the same problem with our win7 laptops. When moving between networks a profile would be nice. The only thing that I have found for a work around for now is to create a restore point for each of our networks. You have to restore each time you move around and only takes five min’s. the only problem with this, the end user must have admin rights.
Control panel > system & security> see name of this computer> change settings> system protection >create
